The fourth GSSE took place in Andorra 1991.
Once more dominating the judo and swimming disciplines, Iceland returned to the top of the medals table, while Cyprus dropped from first to third place.Luxembourg, meanwhile, established themselves as the third force of the GSSE, doubling their gold medals and repeating the second-place finish they had achieved in Monaco 1987.
